(a) It shall be an unlawful employment 16 practice for an employer to discriminate against any of his 17 employees or applicants for employment, for an employ- 18 ment agency to discriminate against any individual, or for 19 a labor organization to discriminate against any member 20 thereof or applicant for membership, because he has opposed 21 any practice made an unlawful employment practice by this 22 title, or because he has made a charge, testified, assisted, or 23 participated in any manner in an investigation, proceeding, 24 or hearing under this title. 25 (b) It shall be an unlawful employment practice for
