(a) There is hereby created a Commission to 16 be known as the Equal Employment Opportunity Commis- 17 sion, which shall be composed of five members, not more 18 than three of whom shall be members of the same political 19 party, who shall be appointed by the President by and with 20 the advice and consent of the Senate. One of the original 21 members shall be appointed for a term of one year, one for a 22 term of two years, one for a term of three years, one for a 23 term of four years, and one for a term of five years, begin- 24 ning from the date of enactment of this title, but their suc- 25 cessors shall be appointed for terms of five years each, ex-
