(a) Whenever it is charged in writing under 5 oath by a person claiming to be aggrieved, or a written 6 charge has been filed by a member of the Commission where 7 he has reasonable cause to believe a violation of this title has 8 occurred (and such charge sets forth the facts upon which it 9 is based) that an employer, employment agency, or labor 10 organization has engaged in an unlawful employment prac- 11 tice, the Commission shall furnish such employer, employ- 12 ment agency, or labor organization (hereinafter referred to as 13 the "respondent") with a copy of such charge and shall 14 make an investigation of such charge, provided that such 15 charge shall not be made public by the Commission. If the 16 Commission shall determine, after such investigation, that 17 there is reasonable cause to believe that the charge is true, 18 the Commission shall endeavor to eliminate any such alleged 19 unlawful employment practice by informal methods of con- 20 ference, conciliation, and persuasion. Nothing said or done 21 during and as a part of such endeavors may be made public 22 by the Commission without the written consent of the 23 parties, or used as evidence in a subsequent proceeding. 24 Any officer or employee of the Commission, who shall make 25 public in any manner whatever any information in violation
