56 1 of a court issued in a civil action brought under subsection 2 (e), the Commission may commence proceedings to compel 3 compliance with such order. 4 (j) Any civil action brought under subsection (e) and 5 any proceedings brought under subsection (j) shall be sub- 6 ject to appeal as provided in sections 1291 and 1292, title 7 28, United States Code. 8 (k) In any action or proceeding under this title the 9 court, in its discretion, may allow the prevailing party, other 10 than the Commission or the United States, a reasonable at- 11 torney's fee as part of the costs, and the Commission and the 12 United States shall be liable for costs the same as a private 13 person. 14 SEC. 707. (a) Whenever the Attorney General has 15 reasonable cause to believe that any person or group of per- 16 sons is engaged in a pattern or practice of resistance to the 17 full enjoyment of any of the rights secured by this title, and 18 that the pattern or practice is of such a nature and is intended 19 to deny the full exercise of the rights herein described, the 20 Attorney General may bring a civil action in the appropriate 21 district court of the United States by filing with it a com- 22 plaint (1) signed by him (or in his absence the Acting At- 23 torney Genera), (2) setting forth facts pertaining to such 24 pattern or practice, and (3) requesting such relief, includ- 25 ing an application for a permanent or temporary injunction,
