57 1 restraining order or other order against the person or per- 2 sons responsible for such pattern or practice, as he deems 3 necessary to insure the fully enjoyment of the rights herein 4 described. 5 (b) The district courts of the United States shall have 6 and shall exercise jurisdiction of proceedings instituted pur- 7 suant to this section, and in any such proceeding the At- 8 torney General may file with the clerk of such court a re- 9 quest that a court of three judges be convened to hear and 10 determine the case. Such request by the Attorney General 11 shall be accompanied by a certificate that, in his opinion, the 12 case is of general public importance. A copy of the certifi- 13 cate and request for a three-judge court shall be immediately 14 furnished by such clerk to the chief judge of the circuit (or 15 in his absence, the presiding circuit judge of the circuit) in 16 which the case is pending. Upon receipt of such request it 17 shall be the duty of the chief judge of the circuit or the pre- 18 siding circuit judge, as the case may be, to designate im- 19 mediately three judges in such circuit, of whom at least one 20 shall be a circuit judge and another of whom shall be a dis- 21 trict judge of the court in which the proceeding was insti- 22 tuted, to hear and determine such case, and it shall be the 23 duty of the judges so designated to assign the case for hearing 24 at the earliest practicable date, to participate in the hearing A.H.R. 7152---No. 656-T-----8
