60 1 shall refrain from processing a charge in any cases or class 2 of cases specified in such agreements and under which no 3 person may bring a civil action under section 706 in any 4 cases or class of cases so specified, or under which the Com- 5 mission shall relieve any person or class of persons in such 6 State or locality from requirements imposed under this sec- 7 tion. The Commission shall rescind any such a greement 8 whenever it determines that the agreement no longer serves 9 the interest of effective enforcement of this title. 10 (c) Except as provided in subsection (d), every em- 11 ployer, employment agency, and labor organization subject 12 to this title shall (1) make and keep such records relevant to 13 the determinations of whether unlawful employment prac- 14 tices have been or are being committed, (2) preserve such 15 records for such periods, and (3) make such reports there- 16 from, as the Commission shall prescribe by regulation or or- 17 der, after public hearing, as reasonable, necessary, or appro- 18 priate for the enforcement of this title or the regulations or 19 orders thereunder. The Commission shall, by regulation, re- 20 quire each employer, labor organization, and joint lbor-man- 21 agement committee subject to this title which controls an 22 apprenticeship or other training program to maintain such 23 records as are reasonably necessary to carry out the purpose 24 of this title, including, but not limited to, a list of applicants 25 who wish to participate in such program, including the
