61 1 chronological order in which such applications were received, 2 and shall furnish to the Commission, upon request, a detailed 3 description of the manner in which persons are selected to 4 participate in the apprenticeship or other training program. 5 Any employer, employment agency, labor organization, or 6 joint labor-management committee which believes that the 7 application to it of any regulation or order issued under this 8 section would result in undue hardship may (1) apply to the 9 Commission for an exemption from the application of such 10 regulation or order, or (2) bring a civil action in the United 11 States district court for the district where such records are 12 kept. If the Commission or the court, as the case may be, 13 finds that the application of the regulation or order to the 14 employer, employment agency, or labor organization in ques- 15 tion would impose an undue hardship, the Commission or the 16 court, as the case may be, may grant appropriate relief. 17 (d) The provisions of subsection (c) shall not apply to 18 any employer, employment agency, labor organization, or 19 joint labor-management committee with respect to matters 20 occurring in any State or political subdivision thereof which 21 has a fair employment practice law during any period in 22 which such employer, employment agency, labor organiza- 23 tion, or joint labor-management committee is subject to such 24 law, except that the Commission may require such notations 25 on records which such employer, employment agency, labor
