62 1 organization, or joint labor-management committee keeps or 2 is required to keep as are necessary because of differences 3 in coverage or methods of enforcement between the State or 4 local law and the provisions of this title. Where an employer 5 is required by Executive Order 10925, issued March 6, 1961, 6 or by any other Executive order prescribing fair employ- 7 ment practices for Government contractors and subcontrac- 8 tors, or by rules or regulations issued thereunder, to file re- 9 ports relating to his employment practices with any Fed- 10 eral agency or committee, and he is substantially in com- 11 pliance with such requirements, the Commission shall not 12 require him to file additional reports pursuant to subsection 13 (c) of this section. 14 (e) It shall be unlawful for any officer or employee 15 of the Commission to make public in any manner whatever 16 any information obtained by the Commission pursuant to its 17 authority under this section prior to the institution of any 18 proceeding under this title involving such information. Any 19 officer or employee of the Commission who shall make pub- 20 lic in any manner whatever any information in violation of 21 this subsection shall be guilty of a misdemeanor and upon 22 conviction thereof, shall be fined not more than $1,000, or 23 imprisoned not more than one year.
