64 1 production of evidence may not be required outside the State 2 where such evidence is kept. 3 (c) Within twenty days after the service upon any per- 4 son charged under section 706 of a demand by the Commis- 5 sion for the production of documentary evidence or for per- 6 mission to examine or to copy evidence in conformity with 7 the provisions of section 709 (a), such person may file in 8 the district court of the United States for the judicial district 9 in which he resides, is found, or transacts business, and serve 10 upon the Commission a petition for an order of such court 11 modifying or setting aside such demand. The time allowed 12 for compliance with the demand in whole or in part as 13 deemed proper and ordered by the court shall not run during 14 the pendency of such petition in the court. Such petition 15 shall specify each ground upon which the petitioner relies in 16 seeking such relief, and may be based upon any failure of 17 such demand to comply with the provisions of this title or 18 with the limitations generally applicable to compulsory proc- 19 ess or upon any constitutional or other legal right or privi- 20 lege of such person. No objection which is not raised by 21 such a petition may be urged in the defense to a proceeding 22 initiated by the Commission under subsection (b) for en- 23 forcement of such a demand unless such proceeding is com- 24 menced by the Commission prior to the expiration of the 25 twenty-day period, or unless the court determines that the
