old ORDINANCE NO. _____ AN ORDINANCE ON HUMAN RIGHTS Whereas, the state of Iowa, in Article I, Section 1, constitution of the state of Iowa, proclaims that all persons are by nature free and equal; and Whereas, it is necessary and proper to provide for the safety, preserve the health, promote the prosperity, improve the morals, order, comfort and convenience of the city of Burlington and the inhabitants of said city; and Whereas, there exists a need in the city of Burlington for the establishment of a body of citizens to study the problems of the relationships of the various races, colors, creeds, nationalities living within the community and to assist the City Government on problems involving said groups living in the city of Burlington to the end that an effort be made to eliminate prejudice, intolerance, bigotry, and discrimination in the city of Burlington; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BURLINGTON, IOWA: ARTICLE . COMMISSION ON HUMAN RIGHTS. Sec. . Definitions. Whenever the word "commission" appears in this article, it shall be construed to mean the Burlington commission on human rights. The words "discriminate", "discrimination" or "discriminatory" means discrimination on the ground or because of race, religious creed, color, national origin or ancestry. The word "person" includes one or more individuals, partnerships, associations, corporations, legal representatives, trustees, trustees in bankruptcy, receivers and the city of Burlington and any of its departments, divisions, boards, commissions, officials, agents and employees. The word "employee" does not include an individual employed by his parents, spouse or child or in the domestic service of any person. The word "employer" does not include a club exclusively social, or a fraternal, charitable, educational or religious association or corporation if such club, association or corporation is not organized for private profit, nor does it include any person with fewer than five employees. The words "labor organization" mean any organization which exists for the purpose, in whole or in part, of collective bargaining or of dealing with employers concerning grievances, terms or conditions of employment, or of mutual aid or protection in connection with employment. The words "employment agency" mean any person who undertakes with or without compensation to procure opportunities to work, or to procure, recruit, refer or place employees. Sec. . ESTABLISHMENT; APPOINTMENT; COMPOSITION; TERMS. There is hereby established in the City Government of the city of Burlington, a commission to be known as the Burlington commission on human rights, which commission shall consist of nine members broadly representative of the racial, religious and ethnic groups in the community. Members of said commission shall be appointed by the mayor of the city of Burlington and confirmed by the city council of the city of Burlington, Iowa. Of the nine
