Room 208 Atlanta, Georgia 30303 523-1581 April 6, 1964 SYNOPSIS OF CIVIL RIGHTS BILL - HR 7152 AS PASSED BY THE HOUSE OF REPRESENTATIVES "An act to enforce the constitutional right to vote, to confer jurisdiction upon District Courts of the United States, to provide injunctive relief against discrimination in public accommodations, to authorize the Attorney General to institute suits to protect constitutional rights in public facilities and public education, to extend the Commission on Civil Rights, to prevent discrimination in federally assisted programs, to establish a Commission on Equal Employment Opportunity, and for other purposes." Title I: Voting Rights: Amends Civil Rights Acts of 1957 and 1960 to prohibit: application of different standards, practices or procedures to persons in same political subdivision to determine eligibility to vote in Federal elections; denial of right to vote in Federal election because of error or omission of individual record or paper relating to act requisite to voting, if such is not material in determining qualification under State law to vote; literacy test unless administered in writing or applicant asks otherwise and copy of test and answers is furnished; and persumes any person (not judged incompetent) who has completed 6th grade to be literate sets forth procedure for Attorney General and others to follow in dealing with cases under this section.
