ARTICLE ONE. HUMAN RIGHTS COMMISSION. Section 101. Human Rights Commission. The _________ Human Rights Commission shall consist of _____ members, appointed by the Mayor with the advice and consent of the City Council. _________ of the first appointees shall serve until January 1, ____, ____ shall serve until January 1, ____, and ________ shall serve until January 1, ____. Subsequent appointees shall serve for a term of three years and thereafter until a successor has been appointed. Vacancies shall be filled for the remainder of the unexpired term. Appointments shall take into consideration the various racial, religious, cultural and social groups in the city. (Comment. The City Council can determine the proper size for the Commission. The Iowa State Civil Rights Commission recommends either seven or nine members. Local circumstances will determine which would be more appropriate. If there are fewer than seven members on the Commission, it may have difficulty in establishing a quorum, especially in enforcement cases in which one or two members may be disqualified from sitting. If there are more than nine members, the Commission may lose the cohesion and sense of individual responsibility which the smaller number encourages. If there are seven members, tow of the original members should serve for one year, two for two years, and three for three years. If there are nine members, three should be appointed to each length of original term. ) Section 102. Compensation, Expenses. The members of the Commission shall serve without compensation, provided that they may receive actual and necessary expenses incurred, within the limits established in the city budget. (Comment. Service on the commission should be considered a public honor, for which no compensation is paid. In most localities the Commission will meet only once monthly or as business requires. Members of many other municipal boards and commissions, e.g., planning commissions, recreation commissions, and boards of health, serve without compensation. This section authorizes payment of expenses, subject to available appropriations. ) Section 103. Election of Officers. The Commission shall elect from its own membership at its regular January meeting its chairman and vice-chairman each to serve for a term of one year. It shall at its regular January meeting elect a secretary, who may be, but need not be, a member of the Commission. The Commission shall fill vacancies among its officers for the remainder of the unexpired term.
