-2- (Comment. The Commission will select its own presiding officers. In smaller communities, the Commission may appoint one of its members as secretary. In cities with professional staff, the director or another staff member may be a more logical choice.) Section 104. Meetings, rules, quorum. 1. The Commission shall hold at least one regular meeting during each calendar month, at a time and place to be determined by its rules. 2. The chairman, the vice-chairman, or any three members of the Commission may call a special meeting by giving at least (1) clear day notice to every member of the Commission. The call for a special meeting shall include an agenda, and only matters included in that agenda may be discussed at the meeting. 3. A quorum of the commission shall be _____ members. A majority of the members present and voting shall be necessary for the passage of any motion. The chairman shall vote as a member of the Commission. 4. The Commission may adopt, amend, or rescind such rules as may be necessary for the conduct of its business. (Comment. These are purely procedural details. The provision for regular monthly meetings is designed to make the activities of the Commission be regular throughout the year. It should not be viewed as a "crisis" agency, operating only in times of radical or other group unrest in the community. It should rather seek throughout the year to prevent and alleviate grievances and potential grievances by individuals and community groups. The second subsection provides for special meetings, on call of the chairman, vice-chairman or three members of the Commission. The quorum should be set at a majority of the total membership.
