IOWA DRUG ABUSE AUTHORITY MINUTES Nov. 16, 1971 1. A meeting of the Iowa Drug Abuse Authority, Area X Council, was convened at 7:30, November 16, at the Joint Co. School System Bldg., Cedar Rapids. 2. It was reported that Paul Flynn, head of the Drug Abuse Authority, had been invited to the meeting but was unable to come. Several of the Council members wanted to meet with him soon. The Secretary was asked to arrange a meeting on or near Dec. 8, for all those interested. 3. Sonya Grant distributed copies of the proposed By-Laws. They are to be read by all Council members and voted on at the next meeting. 4. Glenn Easterday discussed information he had received concerning a "mini-grant" from the U.S. Office of Education. They are sponsoring a training program, to deal with drug abuse prevention and education. Glenn Easterday, Carole Harder, Glenn Fear, and Ruth Betts will act as a committee to find out more specific information about the training and complete the grant application. Council members were asked to give names of persons who might be able to attend the two week training session to Glen Easterday. The application specifically asked for 2 or 3 people under 22. 5. The meeting then broke into two groups, one discussed drug counseling in the community, the other education. The two groups reassembled after an hour and exchanged reports on what they had discussed. a.) The Education group talked of the programs which have been initiated in Area X, and the difficulties of really reaching the younger set with information about drugs. b.) The Counseling group started plans for a youth-oriented counseling program, to be organized in conjunction with the youth center in Iowa City, which will use trained high school youth as helping contacts for young people with any kind of problem. 6. The importance of getting a detailed review of all Drug Abuse Programs in Area X was reiterated. The Secretary will investigate the possibility of getting a grant to pay for a status study, and further efforts will also be made to get reports from Council members on activities in their counties. 7. The next meeting was set for Tuesday, Janusary 11th, at 7:30, at the Joint Co. School Systems Building, Cedar Rapids. 8. The meeting ended on an optimistic note as several people expressed their feelings that the council has the potential to act as an effective co-ordinating and information group for working against Drug Abuse in our seven county area.
