303 Bryan Place Hagerstown, Maryland October 25, 1946 Neither ((constitution)) can be legally voted on at this time. Both proposals have received board approval only within the last few days. The new Speer constitution and the Dunk-Tarr amendments must now be printed in full in the NFFan (you have a right or rather an obligation to do this), and can be voted on only after a month has elapsed from the appearance of that issue of the NFFan. It's an infernal nuisance but it's what the present constitution says. November 2, 1946 This constitutional business is apparently in a real mess. I'm as anxious as anyone to keep out the chicken, and my insistence on amending it according to the present document was inspired solely by thoughts of what may happen next year if someone gets disgruntled and asks that these chan ges be declared unconstitutional. November 14, 1946 The Board of Directors has approved both the Speer constitution and the Dunkelberger-Tarr amendments that were up for vote. Anyway, as I told you in that postal, my opinion is that the constitution should be followed to the letter now to prevent a tangle of technicalities next year, in case the amendments should pass now without fulfilling the requirements, and their legality be questioned after they've been in effect for awhile. Something like that almost came up this year. The emergency constitution under which the NFFF was working had no provision for amendment, and after the present constitution hd been in effect for a while, several people came very close to starting a rebellion. It petered out, probably because someone found that in the set of general laws which apply to all organizations amendments are valid if approved by the membership, whether an amending instrument was contained in the original document or not. All of it is a prime example of chicken, but I think it's justified this time. Personally I don't care who is editor so long as I can get my copy every month. I think your idea of adding a letter column is very good. I'm all for it, the other improvements sound good also. The emblem looks good to me. It is a thing I have long wanted, not only for use on stationery and official papers, but would also like to see it used on a lapel pin or button which all members would be proud to wear. However the purpose of this letter is to urge all fans to vote in the coming election, ESPECIALLY all fan-Annies (female membes of the NFFF). I hope you girls realize that this is your greatest opportunity in fandom. For the first time in fan history one of our small minority (ELSIE JANDA) is running for an office, is worthy to be a director and needs your support. Up to now we fan-Annies have wrote, drawed, edited and worked on committees, but never held office and had authority. Now is our chance. DON'T LET IT SLIP BY. 4
